In 1987 The McKinney-Vento Act was passed. The purpose of this legislation is to ensure that all children and youth have equal access to the same free and appropriate public education, including preschool education, as non-homeless children and youth.
Northwestern, as are all public schools, are charged with the responsibility of removing barriers to the enrollment, attendance and success in school that homeless children and youth may experience. We are committed to providing all of our students with the opportunity to meet the same challenging state content and state student performance standards.
Homelessness implies having no fixed, regular and adequate nighttime residence. This may include children/families that:
are sharing housing due to loss of housing or economic hardship,
are living in motels, hotels, trailer parks or campgrounds due to a lack of alternative, adequate housing,
are living in emergency or transitional housing,
are abandoned in hospitals,
are awaiting foster care,
are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations
are living at night in public or private places not designed or ordinarily used as regular sleeping accommodations,
are migratory children who qualify as homeless.
