Annual Notices Required by Law
In Ohio, school districts are required by law to provide certain annual notifications to parents and guardians. These notifications ensure that families are informed about their rights, available services, and important policies. Here are some of the key notifications that schools must provide. In accordance with the Family Educational Rights and Privacy Act (FERPA), the district is providing the following information about the rights of parents and eligible students regarding education records.

Policies related to nondiscrimination and equal opportunity, including procedures for filing complaints related to discrimination or harassment are as follows:

It is the policy of the Northwestern Board of Education to maintain an education and work environment that is free from bullying and all forms of unlawful harassment.

The McKinney-Vento Homeless Education Assistance Act is a federal law that ensures immediate enrollment and educational stability for homeless children and youth. McKinney-Vento provides federal funding to states for the purpose of supporting district programs that serve homeless students.
The McKinney-Vento Act defines homeless children as "individuals who lack a fixed, regular, and adequate nighttime residence." The act provides examples of children who would fall under this:
- Children and youth sharing housing due to loss of housing, economic hardship or a similar reason
- Children and youth living in motels, hotels, trailer parks, or camp grounds due to lack of alternative
- Children and youth living in emergency or transitional shelters
- Children and youth abandoned in hospitals
- Children and youth whose primary nighttime residence is not ordinarily used as a regular sleeping accommodation (e.g. park benches, etc)
- Children and youth living in cars, parks, public spaces, abandoned buildings, substandard housing, bus
- Migratory children and youth living in any of the above situations

In accordance with Ohio law (HB 8), Northwestern Local Schools are required to obtain parental authorization before providing any physical, mental, or behavioral health care services to students. This form outlines the services offered at Northwestern Local Schools and serves as notification of what is available to your child.

Ohio law requires school districts to provide yearly notice to parents about their procedures related to the requirements of positive behavior intervention and supports (PBIS) and the emergency use of physical restraint and seclusion, including the local complaint process.

Students' use of District Information & Technology Resources (see definitions in Bylaw 0100) is a privilege, not a right. Students and their parents must sign a Student Technology Acceptable Use and Safety form annually through Final Forms.

Northwestern Local School District participates in the Title I program. Title I is a federal program designed to provide additional support to schools with high numbers of students from low-income families. The goal of Title I is to help ensure that all students have access to a high-quality education and achieve academic success.

Notice of Nondiscrimination

The District responds promptly and effectively to allegations of discrimination, harassment, and retaliation. It conducts investigations and takes appropriate action, including disciplinary measures, against individuals found to have violated its policies. The District also provides appropriate remedies to complainants and to the broader school community.
The District takes immediate action to:
- End a hostile environment if one has been created,
- Prevent its recurrence, and
- Remedy the effects of any hostile environment on affected members of the school community.
